Position Specific Description

The Gulf Power Regulatory Team is responsible for enabling recovery of over $600 million per year associated with fuel, capacity, environmental and energy conservation related costs through various Florida Public Service Commission (FPSC) cost recovery clause mechanisms.  This position has the unique option to report to the offices in Pensacola, Forida or Juno Beach, Florida and is responsible for the coordination and development of certain Gulf Power regulatory and cost recovery initiatives.  Responsibilities of this position include:

•Performing as the analyst for the environmental cost recovery clause and serving as back-up to one or more of the company’s other cost recovery clauses
•Preparing and coordinating the development and filing of witness testimony, exhibits, reports, filing requirements and discovery responses in assigned dockets
•Calculating clause rates, bill impacts and various other ad hoc analyses and research
•Participating in internal meetings and external meetings with FPSC Staff, Florida investor-owned utilities (IOUs) and other stakeholders
•Coordinating the preparation and review of Gulf Power regulatory filings involving various business units including Power Delivery, Power Generation, Customer Service & External Affairs, and Energy Marketing & Trading, as assigned
•Providing general regulatory support and rate case support to Gulf Power’s Lead Team, Legal and other business units, as required

 

Preferred Qualifications:
•Strong communication and analytical skills – expected to demonstrate expertise through analysis and summary of complex and technical regulatory filings for a broad audience
•Ability to cultivate strong working relationships and meet commitments with internal and external customers across multiple business functions
•Ability to prioritize multiple tasks, manage time effectively, and maintain high performance in a dynamic, fast-paced environment with a positive attitude
•Degree in or related experience with utility regulation and/or accounting, finance or engineering is preferred
•Master’s degree preferred

 

 

Job Overview

Employees in this role support Florida Power and Light’s (FPL) Regulatory Affairs team and are involved in the Company’s projects and dockets that are filed with the Florida Public Service Commission (FPSC). This position collaborates with different business units and involves familiarity with a variety of regulatory concepts, practices, and procedures.

Job Duties & Responsibilities
  • Coordinates regulatory filings and proceedings
  • Leads and plans docket team meetings, develops project timelines, reviews petitions and testimony, manages discovery, summarizes key milestones, and attends hearings
  • Summarizes and reports on changes in complex rates regulations and any expected impacts on the Company
  • Monitors state and national regulatory proceedings and provides timely summaries to leadership
  • Masters standard concepts, practices, and procedures of the state’s regulatory proceedings
  • Performs other job-related duties as assigned
