Position Specific Description

This position is for an experienced, highly motivated, civil engineer capable of performing and managing a variety of civil engineering responsibilities and projects as a part of the FPL Power Delivery Civil/Structural Team.  We work in a high-demand, dynamic culture that provides a wide array of unique challenges and opportunities as we work together to serve our customers with reliable power via sound engineering.  Civil engineering in Power Delivery is responsible for the design, permitting and construction of land development, building, and infrastructure components of electrical transmission and substation projects.  Projects include system-wide initiatives; area-wide and multi-year rebuilds and upgrades; new substation and transmission line right-of-way access infrastructure site developments; and inter-departmental project coordination with Corporate Real Estate, Operations, Power Generation, Project Development, Environmental Services and Engineering and Construction.  This job requires a thorough knowledge of current principles and practices of engineering as related to civil engineering and land development. 


Principal Civil Engineer Job Responsibilities

  • Design site preparation plans, storm water management systems, Spill Prevention, Control, and Countermeasures (SPCC) plans and systems with accommodation of high voltage equipment and construction meeting State, Federal and local building and environmental compliance. 
  • Utilize expertise with site studies, route studies, and general site assessments for new construction and expansion of existing sites.
  • Perform transmission line route studies and map identifying constraints (e.g. protected species and habitat, wetlands, residences, schools, churches, and hospitals, historic properties, visually sensitive or scenic areas, specially managed lands).
  • Manage contracted Architectural, Civil Engineering, Surveying and Geotechnical services for the development of new and expanded electrical substations and electrical transmission Right-of-Way (ROW) access infrastructure.
  • Develop property in accordance with local Zoning and Land Development regulations.
  • Develop and maintain engineering standards for electric relay vaults, fences, security wall, security gates, site drainage, rock yard, irrigation systems, potable water, sewage and access infrastructure.
  • Complete project site development cost estimates and schedules.
  • Manage project Environmental Resource Permitting (ERP) and Consumptive Use permitting (CUP).
  • Perform and manage storm water construction certifications and annual storm water operational certifications.
  • Engineer and implement EPA Spill Prevention, Control and Countermeasures (SPCC) Plans for new and existing substations.
  • Support review and provide guidance toward resolution of engineering, construction, and operational civil engineering issues.
  • Apply knowledge and expertise acquired through progressive experience to resolve crucial issues and/or unique conditions.
  • Design, plan, and implement unique engineering solutions and standards for complex problems. 
  • Provide innovative solutions and develop standards and engineering guidelines that have significant impact on major company programs. 
  • Create RFP documents and specific instructions. Lead pre-bid meetings with siting contractors.
  • Analyze contractor proposals and make recommendations for award. Lead onsite preconstruction meetings.  
  • Occasionally provide construction observation of improvements as necessary for the construction completion certifications.
  • Provide field construction support on engineering drawing conflicts, discrepancies, or other issues.
  • Review and interpret geotechnical report and field material testing to determine compliance and suitably of contractor supplied materials.
  • Perform shop drawing reviews.
  • Perform predictions for storm surge and rain-impact flooding for substations.
  • Perform studies post-storm to evaluate impact of storm surge and rain-impact flooding.
  • Perform assigned storm restoration roles as needed and in accordance with training.
  • Keep informed of new methods and developments affecting the organization and recommend new practices or changes in emphasis to improve results and reduce costs.
  • Keep informed and develop plans to address sea level rise and other climatic issues for FPL Power Delivery infrastructures.  Cultivate involvement and influence with relevant industry organizations, committees, and Codes.
  • Perform tasks with minimal supervision and oversight.


Highly Preferred Qualifications

  • Bachelors Degree in Civil Engineering
  • 7+ years experience in Civil Engineering, with Power Delivery Site Preparation Engineering experience
  • PE License in Florida
  • CAD and AutoCAD proficiency
  • Structural engineering experience
  • Structural engineering design review experience for review of relay vault buildings, relay vault building expansions, enclosures, buildings, fences, walls, and access control gates
  • Competent ability with leadership skills 
  • Expert ability with process/project management skills
  • Expert ability with analysis and problem solving, communications, integrity and compliance, commercial, and professional skills

Required Qualifications
