Position Specific Description

Senior Accountant– Regulatory Clause Accounting and Analysis
Reports to Sr. Manager, Clause Accounting and Analysis

 

General:
Responsible for understanding and applying Florida Public Service Commission (FPSC) and Federal Energy Regulatory Commission rules, practices, and regulatory principles in determining appropriate regulatory treatment and accounting for FPL’s cost recovery clauses.  This individual will be charged with making monthly accounting entries, preparing monthly variance reports, providing support during regulatory cost recovery clause proceedings, and direct interaction with FPSC auditors on clause audits. Periodically supports ad hoc analysis and  strategic initiatives.

 

Specific Responsibilities:

  1. Responsible for understanding and accurately applying Florida Public Service Commission and Federal Energy Regulatory Commission specific rules and regulatory principles in determining proper regulatory treatment of FPL’s cost recovery clauses.
  2. Interact with various departments within FPL to ensure amounts recorded in the cost recovery clauses are accurately and appropriately reported.
  3. Provide guidance to other departments within FPL to assist them in making decisions that support proper cost recovery clause accounting and reporting.
  4. Responsible for the monthly preparation of journal entries related to over/under calculations of FPL’s retail cost recovery clauses and wholesale fuel adjustment clauses.
  5. Responsible for monthly preparation of cost recovery clause variance reporting.
  6. Preparation of over/under cost recovery schedules to be included in annual cost recovery clause filings with the FPSC. 
  7. Responsible for direct communication with FPSC Staff auditors.
  8. Responsible for coordination and/or preparation of FPSC Staff cost recovery clause audit requests.
  9. Responsible for coordination and/or preparation of responses to discovery posed by the FPSC and parties that have been granted intervention to cost recovery clause proceedings. 
  10. Maintain monthly and year-end close and financial reporting checklists to ensure accurate, timely completion of all close and filing related activities.
  11. Prepare Account Reconciliations for Clause accounts before month end.
  12. Interface with Deloitte and Internal Auditors on all monthly clause true-up calculations, journal entry or reconciliation related issues.
  13. Recommend appropriate accounting for various transactions in accordance with GAAP, FERC and FPSC guidelines.
  14. Ensure proper treatment of recoverable costs throughout the financial reporting process.
  15. Assist in docket related activities on an as needed basis.
  16. Maintain and update all cost recovery accounting control procedures and SOX to ensure compliance.

Required Qualifications

•  Bachelor's - Accounting / Finance / Business
•  Experience: 4+ years
