Position Specific Description
The Early Stage (ES) Project Manager coordinates and supports the Engineering, Estimating, Supply Chain and Construction resources through the pre-construction (ES) activities for High Voltage Transmission and Substation projects within the Engineering and Construction Business Unit (E&C).
Day to day activities as the ES Project Manager include assisting in the development of project plans and scope definition with emphasis on constructability, costs, and schedule. The ES PM will coordinate multidisciplinary teams which include Development, Land, Environmental, Procurement, Legal, Engineering, Operations, Interconnection support, etc.
Duties include:
• Critical coordination of project activities such as scope definition, budget, schedule, procurement, engineering, permitting, and land.
• Ensuring that each project is ready to be turned over to the Project Execution Team with an executable construction plan (including schedule, budget, permits, risks & mitigations, etc.).
• Responsible for preparing detailed Request for Proposal (RFP) documentation to competitively source, select, and contract outside engineering and construction services, including but not limited to, survey, Geotech, Lidar, Construction, etc.
• Support the Estimating Team with scope and assumptions for delivering financial model inputs to the respective business unit.
• Representing E&C’s interest on assigned projects, including presentations and briefing on current progress, issues, and risk mitigation in meetings with various levels of management.
• Available to travel approximately 25% of the time.
This position is not responsible for the site-based construction management.
Preferred Qualifications
• Bachelor’s Degree in engineering or construction management with experience in managing large scale (>$100MM) projects.
• Excellent project management, communication, analytical and problem-solving skills. Ability to communicate clearly and document critical verbal communications via e-mail or meeting minutes.
• Effectively balance scope, schedule, and costs on an ongoing basis. Manages change and ensures that all team members are “on the same page”.
• PMP Certification
• Experience with large scale high voltage transmission and substation projects with a strong bias for action-oriented performers having solid business/commercial acumen.

Job Overview
This position is responsible for the overall management of the team and assigned projects, to ensure compliance within required budgetary, scheduling, and safety goals. Employees in this role coordinate and manage construction work performed by contractors and/or vendors at the project site. Employees in this role manage the engineering, procurement and construction oversight-activities necessary to develop, license/permit, erect, start-up, and commence commercial operations.
Job Duties & Responsibilities
• Works collaboratively with resources in various disciplines to determine project priorities and work plans
• Meets corporate objectives with limited project management, scheduling and estimating resources
• Manages department resources to provide effective early-stage project development support
• Ensures projects are efficiently, effectively and safely implemented in accordance with department procedures and policies
• Manages walk down of planned work, validates acceptance of completed work to design requirements, approves contractor payment requests
• Verifies constructability, ensures proper resource allocations, assesses field status and resolves issues as needed
• Leads project meetings and reviews budget, risk tracker, and contingency allocations
• Interfaces with project's designated management committees, or acts as Executive Director of project activities
• Supervises activities and/or coordinates activities or groups, such as safety programs, engineering, construction, budget, and analysis and contract administration
• Oversees commissioning activities to meet corporate objectives, with limited project management, scheduling and estimating resources
• Performs other job-related duties as assigned
