Position Specific Description

Our Engineering, Construction & Supply Chain Business Unit is looking for an Inflation Reduction Act (IRA) Compliance Manager to join their team in Juno Beach, FL.  The IRA Compliance Manager will lead compliance and oversight for prevailing wage, apprenticeship programs, beginning of construction and domestic content tax credit requirements under the IRA. This role ensures full projects compliance with federal tax credit programs, labor standards, and audit readiness for all related projects.

 

Key Responsibilities
•    IRA Compliance Leadership: Oversee all aspects of IRA-related compliance, including prevailing wage, apprenticeship, beginning of construction and domestic content tax credit requirements.
•    Prevailing Wage & Apprenticeship Oversight: Ensure project activities comply with federal, state, and local prevailing wage laws and apprenticeship standards. Lead certified payroll reviews, wage determinations, and compliance monitoring.
•    Beginning of Construction Domestic and Content Tax Credit Administration: Manage compliance with beginning of construction, domestic content requirements for federal tax credits, including documentation, reporting, and verification processes.
•    Audit & Tax Coordination: Prepare for and support audits from federal agencies and regulatory bodies. Coordinate with tax advisors and auditors to ensure accurate reporting and compliance.
•    Third-Party Consultant Management: Oversee accounting and compliance consultants responsible for wage, apprenticeship, and domestic content oversight. Monitor performance, review deliverables, and coordinate compliance activities.
•    Documentation & Reporting: Maintain comprehensive records of compliance activities, audits, corrective actions, and tax credit documentation.
•    Stakeholder Engagement: Collaborate with contractors, subcontractors, consultants, and internal teams to ensure understanding and implementation of compliance requirements.
•    Risk Assessment: Identify and mitigate compliance risks related to labor, tax credits, and audit findings.

 

Essential Criteria
•    Bachelor’s degree in Finance, Accounting, Business Administration, or related field is 
•    Minimum 5 years of experience tax compliance, audit, or related field
•    Knowledge of prevailing wage, apprenticeship, beginning of construction and domestic content requirements under the IRA
•    Experience managing third-party consultants and service providers
•    Experience with federal tax credit programs (PTC, ITC, domestic content)
•    Proficiency in project management and compliance reporting tools
•    Excellent analytical, problem-solving, and communication skills
•    Detail-oriented with strong organizational abilities

 

Ideal Criteria
•    Experience with utility, energy, or large-scale infrastructure projects
•    Knowledge of Davis Bacon Act (DBA) and Labor Laws
•    Experience with federal contractor compliance and audit processes
•    Previous experience overseeing accounting or compliance consulting relationships

 

Occasional travel required for this position.

Job Overview

Employees in this role oversee large and complex special projects. Individuals assemble project teams, assign individual responsibilities, develop project schedules, and determine and acquire resources as needed.
