This role provides leadership across people management, vendor governance, budget ownership, access/compliance, and application and cloud platform governance, ensuring delivery aligns to enterprise engineering standards, cyber requirements, and audit expectations.
The ideal candidate brings strong experience working across cross-functional stakeholders (Cyber, Cloud, Enterprise Architecture, Finance, PMO, business leadership), balancing delivery execution with operational excellence, and managing teams and vendors in a regulated environment.

    Responsibilities
  • Lead functional and technical aspects of technology delivery across a portfolio of applications, DevOps services, and cloud platforms supporting ETRM and enterprise operations.
  • Own and drive end-to-end onboarding and enablement for technical resources, including access coordination, tooling readiness, and standards alignment.
  • Establish and maintain strong partnerships with enterprise IT teams and business stakeholders, communicating dependencies, risks, and delivery status.
  • Own AWS account / environment governance across multiple ETRM cloud environments, including access controls (IAM), guardrails, and operational standards.
  • Partner with Cloud and Cyber teams to ensure alignment with enterprise cloud security controls (e.g., logging, encryption, monitoring, vulnerability management).
  • Drive production and DR readiness for cloud-hosted workloads, including runbooks, backups, recovery testing, and operational health metrics.
  • Ensure consistent cloud cost governance in partnership with Finance/PMO (tagging strategy, spend visibility, forecasting, and anomaly review).
  • Establish standards for cloud change management and engineering practices (CI/CD, infrastructure-as-code, approvals, and compliance evidence).
  • Provide governance for application engineering and security standards, including code approval authority and compliance alignment.
  • Own and manage cloud platform operations (multiple environments), including access governance, production readiness, DR posture, and audit readiness.
  • Drive identity, access, and compliance activities, including ongoing access approvals, SoX certifications, and periodic SharePoint/system certifications.
  • Manage vendor performance and contract execution (SOW governance), ensuring delivery outcomes, escalation paths, and resource coordination.
  • Own program financials including capital budget tracking, forecasting, and capitalization compliance in partnership with Finance and PMO.
  • Lead, coach, and develop team members through 1:1s, performance management, and talent development, in alignment with HR processes.

  • Hands-on understanding of core AWS capabilities, including:
    • IAM (roles, policies, access reviews)
    • Networking concepts (VPCs, routing, security groups, private connectivity concepts)
    • Logging/monitoring (CloudWatch and enterprise monitoring patterns)
    • Security fundamentals (encryption, key management concepts, least privilege, audit logging
  • Experience with Infrastructure as Code and delivery automation concepts (e.g., Terraform/CloudFormation patterns, CI/CD governance), even if not the primary implementer.
  • Proven ability to manage vendors and SOW-based delivery, including performance management and escalations.
  • Working knowledge of identity and access governance, audit readiness, and compliance activities (e.g., SoX certifications).
  • Strong communication, stakeholder management, and execution skills across multiple concurrent priorities.
  • Ability to translate strategy into execution—balancing scope, timeline, risk, quality, and operational stability.

  • Application & Engineering Governance: Enforce engineering and security standards; maintain code approval authority where required.
  • Cloud Platform Ownership: Govern multiple cloud environments; ensure access controls, prod/DR readiness, and compliance alignment.
